the reason i ask is i found it in my friends room and he said thats what it is..im afraid its heavy drugs…its a small packet containing a powder

You could take it to your local police dept. and ask them.
I was under the impression that human growth hormones were only available by injection. Either way, your friend shouldn’t have any illegal substances in his room. If it is unmarked, it is likely another drug. Where would your friend seriously find illegally distributed human growth hormones without a medical label?
